Up to 15 online casino gambling licences will be available, each valid for a period of up to three years, with the possibility to renew for a further five years. Each licence will cover a single brand, and the various platforms players may use to interact with that brand. No one can be granted more than three licences as part of this process. However, the player carries far more risk because no independent authority stands behind the operator’s promises.

These are the operators I would hold an account with while the New Zealand licensing programme runs. All sixteen were still serving New Zealand players when I last checked, all hold a licence number that resolves on its licensor’s public register, and all returned my money. This approach gives effect to the legislative framework through an implementation process that produces effective consumer protection, responsible gambling and regulatory compliance. Online casino operators cannot advertise to New Zealand customers. Operators that were already serving the market before the Act took effect may continue until 1 December 2026. After that date, only operators that have earned the right to apply for a license and have an application under consideration may continue operating under a temporary exemption.

  • UKGC casinos are not designed for anonymous play, and players should expect identity, age and payment checks.
  • An unexplained mismatch may mean the license belongs to another operator or related brand.
  • Licensed casinos must display a unique registration icon on their platforms and in their advertising, and the DIA will publish a public register of licensed online casinos.
  • Recent enforcement activity demonstrates that the DIA is actively monitoring the market and taking action against unauthorised online gambling.
  • Some warning signs apply regardless of licensing status.
  • Autoplay and multi-slot play speed up losses and blur how much is being staked, while celebratory effects on losing spins train players to misread outcomes.
  • The details of the regulatory framework are currently still being worked through.

Short answers to the questions players ask most about legal online gambling in New Zealand. When the register does go live, the check will be quick. The DIA will publish the licensed operators and the brands they run, and a legitimate site will match that list exactly. A mismatch between the brand you are on and the licensed entity behind it is the clearest signal that something is wrong. The DIA will run a tightly capped market rather than an open one.

We have started to implement the new law to ensure a safe, fair and well-controlled online gambling environment for New Zealanders. Because the number of licences is capped and awarded by auction, the operators who prepare early – and who can demonstrate a credible compliance story – will be best placed to get the golden ticket. Read on the article from my New Zealand DLA Piper colleagues Nick Valentine and Vivian Mitchell for details on the licensing pathway, requirements, and key dates, as well as the risks of non-compliance. Separate from licensing, New Zealand applies an offshore gambling duty to operators taking money from New Zealand residents.

KYC requirements and verification timing

Payment matching is one area where licensing, AML controls, and withdrawal rules overlap. Many regulated casinos require players to withdraw using the same method, card, bank account, or wallet used for the deposit whenever possible. Anjouan should be treated as a higher-risk regulatory baseline. It means the operator needs stronger supporting evidence before the player trusts it with a significant balance.

Some warning signs apply regardless of licensing status. Further information and guidance will be provided as each stage of implementation progresses.

Is online gambling in New Zealand legal?

Online casinos must not advertise online casino gambling services to New Zealand customers. While the Act is in force, the full licensed online casino gambling regime is not expected to be fully operational until 2027. Some unlicensed sites may process routine withdrawals for a time.

This does not mean every licensed casino is automatically excellent. It means licensed casinos usually operate within a more visible framework. That framework gives players more signals before deposit and more structure when something goes wrong. However, provably fair systems do not replace licensing. They can verify game outcomes, but they do not prove that the casino has strong withdrawals, fair KYC behavior, good support, or a reliable complaint process.

Where can licensees accept players?

  • This can help players verify certain game outcomes, especially in crypto-native games such as dice, crash, plinko, mines, and originals.
  • In 2023 the brand was relaunched as an independent affiliate and review platform.
  • The difference between licensed and unlicensed casinos becomes most obvious when the player has a problem.
  • Simply put, from 2026 onwards, online casinos must be properly licensed if they want to legally provide services to people in New Zealand.
  • We will maintain a record of all previous newsletters and resources, as well as official documents the Government has proactively released.
  • However, when several appear together, players should treat the casino as high risk.

This helps us to ensure the outcome is seen as fair, consistent and robust, and gives confidence that the price has been set through a transparent competitive process. At each step, all participants are offered the same price at the same time and choose whether to stay in the auction or withdraw. As the price rises, participants exit once the price is higher than what they are willing to pay. The auction continues until demand matches what is available.

A useful review should connect the license with withdrawal behavior, KYC timing, complaint patterns and treatment of legitimate balances. CasinoIndex applies this editorial standard through its trust-first review methodology. The Gambling Act 2003 is written around those who conduct or promote gambling. It does not create an offence of participating in overseas online gambling, and no New Zealander has been prosecuted for placing a bet or a spin online. The new system caps the market at up to 15 licences, each covering one brand, and no person may have significant influence over more than 3 licences (section 19). Our engagement approach is built on transparency and fairness.

CasinoIndex also explains how trust, withdrawals and real casino risk are evaluated. The Gambling Act 2003 remains the primary legislation for most forms of gambling in the country, including land-based casinos, gaming machines, and lotteries. Betting on racing and sports is separately governed under New Zealand’s racing and wagering framework. The Online Casino Gambling Act 2026 now complements these laws by specifically regulating the digital casino sector. At the same time, existing gambling laws already give regulators powers to oversee licensed gambling activity, restrict unlawful promotion, and apply penalties where operators breach New Zealand law. How does the licensing process work?

The legal framework in New Zealand continues to evolve as the government moves toward a regulated online casino market. Yes, but only when provided by operators that are legally authorised under New Zealand law. From 2026, online casino gambling is subject to a formal licensing system, meaning only 15 approved operators can legally offer these services to Kiwi players. Other forms of gambling, such as land-based casinos and regulated sports betting, also remain legal when properly licensed. Previously, online casino gambling occupied a grey area for consumers, as residents could access offshore sites while domestic businesses were prohibited from operating them.

It is general information about how the law applies to consumers, not advice on your circumstances. Some sites currently accepting Kiwis will exit during 2027. If you hold a balance at one, the section below on the December 2026 deadline is casinoboho-nz.net the part to read.

Anjouan Casino Licensing

New Zealand’s laws distinguish between locally licensed gambling and offshore online services. While domestic businesses still cannot operate online casinos from within the country, the 2026 reforms allow a limited number of offshore operators to become locally authorised. This moves the market away from its previous unregulated status and into a formal licensing regime. From 1 December 2026, operators that have not applied for a licence must cease conducting online casino gambling in New Zealand. Those that have submitted an application may continue operating (without advertising) under an exemption until the application is determined.
